Local Area Connection doesn't have a valid IP configuration

Dell desktop running Win7 connected to fiber optic router via ethernet cable. Error message appeared after a reboot after a power outage.
1. I have tried different ports and different ethernet cables in case it is a physical malfunction. Amber lights on gigabit port still illuminated
2. Other devices are connecting to the router via WiFi with no problem.
3. I have tried rebooting the PC and the router.
4. Under Control Panel / Network Connections, I have three boxes:
(a) Broadband connection, Disconnected, WAN Miniport (PPPOE) (green checkmark)
(b) Local Area Connection, unidentified network, Intel (R) 82567LF-2 Gigabit Network Connection
(c) Local Area Connection 2, Network cable unplugged, TAP-Windows Adapter V9

Autoconfiguration IPv4 Address. . : 169.254.215.1(Preferred) means your computer is not talking to the DHCP server of your network.

Assuming your NIC is good, you could try "ipconfig /release" followed by "ipconfig /renew"

You could also try the network troubleshooting wizard by right clicking the network icon in the system tray and selecting troubleshoot problems.

There are some other things to do to test your NIC, but those 2 things are the quickest and easiest fixed and are usually the solution. Let us know how that works for you.

Some other items I should mention:
- the amber lights are illuminated/flashing on the gigabit port
- I have tried the troubleshooting dialogs after every reboot, with no luckI should also
- ipconfig /release and /renew gives me an error message: "No operation can be performed on the Local Area Connection 2 while it has its media disconnected"

I should also mention that I have a VPN (PIA) installed on this box but have clicked "exit" after every reboot so that it does not interfere. I am thinking about uninstalling it entirely during this troubleshooting.

Sometimes resetting everything can work.

At administrator command line try: netsh int ip reset c:\resetlog.txt

I've tried your suggestion. Still no luck. will work on troubleshooting this until I fix it.
