Local Network Configuration Operators Group

Hi
I added one user to Local Network Configuration Operators Group in Windows 7 Pro to change his laptop IP to connect to different VLANs at different locations, but still he doesn't have the privilege. He is also member of the Local Power Users Group, please help me
