local policy does not get effective by domain policy

even in domain controller machine local policy is not
getting effective by either domain policy or domain
controller policy
can any one help

Please clarify:
does this mean that local policy on DC is not working after Domain-wide
policies
or
even after applying Domain/Domain Controller policies, machine still uses
Local policies.
??

If it is the first one, it is behaving as it is designed.
Please give more details.
