Question Locally Administered address option *MISSING*

Was trying to change my MAC address using network device properties under configuration and the option seems to be missing the previous computer I used had this option

Not all NIC's allow for this. You've now activated my spidey senses. Why do you need to be changing the MAC address? There are very few (legitimate) use cases for this.

The smart tv does not have a browser on it to connect to the public WiFi hotspot so I want to make the network think my laptop is the tv so I can get it connected.
