Does turning off your phone stop the tracking, or is it on even when the phone is off?

If it's on as long as the battery is in, my tin foil hat says that's why cell manufacturers have been all changing to non-replaceable batteries.

Not sure if an electrostatic bag would be sufficient to block any cell phone signal but wrapping your turned-off cell phone in aluminum foil (possibly several layers) ought to do the trick. This is something easily tested...
