lock hard drive

After buying used Laptop Accer ultrabook i3, i realized that hard drive is locked when i went in to BIOS. now how can i re install the window 7 on this computer to make use able for me. Whereas, Ultra book does not carry DVD rom (Internal Drive)

Use USB install media.
What do you mean by "locked hard drive"?
