it means bios is protected by password and forum rules do not permit to help bypass not knowing who is the real owner .

Giving the benefit if they meant unlocking a locked chipset. My first thought was the above though.

I would first thing a Dell or something that has locked BIOS to keep from trying to change some things.

If their locked their nothing you can do.

Locked with a password, or feature locked?

If feature locked (from the manufacturer), there is nothing you can do. It is what it is.

If password locked, you need to ask the previous user/owner, or the manufacturer.
Forum rules specifically preclude assistance with circumventing passwords.
