locked out of Reset PC

I recently factory reset a windows 10 PC however now it will not let me login no matter what user/password i try and for some reason it wont let me connect to the internet with it either because i cant login i cant reset it again either which from my research is what a lot of people try any help is appreciated

I dont understand i was under the impression that if you factory reset your PC that it would not have any users????

So are there users and you can't access, or are there no users and you have to make a new one?

By 'Factory Reset', do you mean the Windows 10 thing, or something from the manufacturer?
