locked Tbirds now?

Are the tbirds locked now? I am not talking about the L1 bridges shown in tom's hardware guide to overclocking duron/tbird. I mean the actual pins on the processor.

Are the new tbirds still overclockable? the 750mhz?

As far a I know the L1 is all you need along with the Abit or Asus MoBo.
