Question Loding page cyrcle rotate left and after right

When we click on a web page, its a like a cyrcle on the top left on the screen ( at least in chrome , that i use) that rotating on the right, showing us that the page is loading. But, before rotate to the right, for 1-3 sec, its rotating to the left. Its a browsing delay process. In my work , i am browsing all day, and this delay its very annoying. I want minimize that.
What is this ? Why first left way and after right ?

maybe my English are not ok enough. When you click on a web page, and strt to load, top left in Chrome, is the loading symbol, that start to rotate.This show that page is loading. But this rotate first on the left and after on the right. This i mean.

The loading time depends on your internet speed, how fast is your internet speed?

PING 13 DOWNLOAD 46mbps UPLOAD 4,6 mbps. Is there any way that i can make it snappier ?

at any site. This is part of loading process i think. In other sites more, in other less.

test with another broswer?
malware scan the system?
what dns server are you using?
