Logonui.exe and user failure

I frequently enjoy adding themes and unnecessary things to my windows and doing so this time I have caused an issue I am unsure how to fix.

My shutdown button gives me a LogonUI.exe application error so I am unable to safeboot via shift+power button click.

Ontop of this I am unable to enter both my main user and my administrative account because I recieve the error "The user service failed to sign-in. User profile cannot be loaded."

And regrettably I had forgotten that you must enable f8 safeboot for win8.1 unlike windows 7. Is there any way I can fix this? Or must I hunt for an installation disc.

So after messing around a lot and becoming frusterated with windows 8 I decided to check my manufacturer which happened to be MSI and had their own f3 feature to assist issues like this. So this fixed my issue thanks anyone who considered assisting!
