LoL fps drop in teamfights

I use a inspiron 530s PC that my dad bought around 5+ years ago. I know my specs aren't great but I have upgraded my CPU and GPU. I have a stable 200+ fps on everything medium but shadows off. But once the laning phase starts it goes down to around 90 and it just spikes down to 40-50 during team fights which is very bothersome cause I can't see champions and skill shots flying around properly. I know that it lags when particles are flying everywhere but i'm wondering where I show improve to minimize the spikes as much as possible.

Windows 7 64bit
Case; Inspiron 530s (slim case)
Motherboard: G33m02( don't know much about motherboards, sorry)
CPU: Pentium Dual-core E6700 3.2GHz
Graphics card: GT 730 DDR5 1GB Low profile
Ram: 4gb
PSU: 450 watt

There is not much you can do. While League of Legends is not particularly hard to run, your E6700 is the bottleneck of the system and that is why in any CPU intensive situation (i.e team fights) you experience frame drops.

Solution
In particular, since you notice that particle effects and other skill effects are causing the drops, you might want to look into reducing the settings for those.

LoL is very much compatible with lower spec computers, so it shouldn't be too hard to find a suitable setting for your PC.
I'd also recommend setting the FPS limit to 60/80FPS so that your system doesn't heat up too much during the idle phases where you get 200+ FPS right now.

According to your specs, you'd probably do alright with Medium settings or lower.
