Hello everyone,
I have been struggling with this for over a year now. It takes me anywhere from 4-8 minutes to start up, from being turned on to the main screen. I'm also seeing a lag or delay of programs when first starting them up- the window popups taking 2-3 minutes to appear (for instance, Google Chrome and Task Manager). The same two issues seems to be mirrored in the loading time and popups within my two main PC games, World of Warcraft: Legion (currently) and League of Legends.
My pc build worked perfectly when it had Windows 7- this was when I first got it custom built from Cyberpower in 2012. It degraded slightly over the years, and I've had to replace a few major parts to keep it current. I added some expensive upgrades to my build- a new CPU & motherboard after the old Gigabyte busted on me, and then I upgraded my GPU last year during Cyber Monday, and a 4k monitor to run with it. The old issues, however, continue to occur. In that same span of time, I've also gotten Windows 10 downloaded, and since that download, I've been met with issue after issue on a bi-monthly basis, after each major update it seems. Nothing specifically seemed to affect my PC other than the Windows 10 updates. I might add that the downloads take an unforgivably long time, hours at times. I'm not sure if this is common. It could be possible that I have a corrupted file or download- I have an excess of 1TB of work files and PC games. I assume the same technical issue affects the lag in my games. It's mind-boggling to me how a basically new PC runs as slow as this.
After the first fresh Windows 10 install, I had the odd 3-5 minute startup, which spurred the desire to save up for a new GPU. I didn't have the lag at the time, but I began to experience many frustrating internet connection issues, for which I blamed Comcast Xfinity. I assume that possibly an SSD might resolve the issue, but I needed the performance for my graphic and 3D programs which use the same specs as my PC games. My PC is custom built- I bought it from Cyberpower in 2012 initially for work purposes. With the exception of the aforementioned upgrades, the rest of the PC is mostly unchanged save 2 extra RAM cards that I purchased to boost rendering times on Autodesk Maya. I would like to note that I had my CPU and motherboard installed by a professional, and I installed my GPU myself- I thought it was fairly straightforward, although the physical size of the card required that I reroute my cables so that it would have enough space to breathe and get ample airflow. (Possible missed connecters??)
I have since attempted ever other conceivable solution via software that I could think of- full system scan through Norton, played around with Command Prompt, Defrag the system, Windows updates, minimize the software programs at startup to a handful. There are no light indicators, or odd sounds that I can hear (I am hard-of-hearing with a bilateral cochlear implant and a hearing aid in the other), my girlfriend doesn't notice any odd noises as well. Almost every pop-up or program seems to be affected, and I notice that sometimes Task Manager takes a while to pop up when I try to use it to close a frozen program. This same thing seems to occur in WoW, even after I disable all addons and change the graphics settings to recommended. I, at first, assumed it was simply my internet connection when it came to the game. My "office" is on the other side of the house, so I use a TP Link 200mbps connected to my router, which is then connected to the main router through a wall, which is in my dad's room. My motherboard has Wi-Fi, but the TP Link seems to perform faster. That's another issue entirely, I've spent hours fiddling with the connection speed over the past 4 years that I've had Xfinity. Many people say it's the fastest internet out there, I've hated it, but maybe I'm doing something wrong.
I've had two suggestions from PC gamer peers, the first was to invest in an Samsung EVO series SSD, 250GB would suit my needs currently. The second, which I was wary of, was to reinstall Windows 10, either a fresh install, or install right over the current one, which might alleviate some major issues. I am worried about losing information with a Windows install, especially since I have over 1TB worth of files, and my backup only covers a little over 3/4 of that with 1TB on it.

Hard drive: Seagate 2TB SATA III 6.0Gb/s, Western Digital 1TB (backup)
Monitors: LG Ultra HD 4k IPS monitor (3840x2160), ViewSonic VX2450 Series (1920x1080)
Peripherals (if applicable): Logitech G910 Orion Spark Mechanical Keyboard, G502 Proteus Spectrum Gaming Mouse
If you need more detailed specs, let me know (and the directions to get them, I'm still a novice at this sort of stuff.) Any help on any single or all of these things would be appreciated guys. Once again, I apologize for the length- 2+ years of Windows 10 frustrations here. (Arguably the most problematic and least favorite OS that I've had the displeasure to work with.)
