I'm looking at a graphics upgrade for my pc. I'm relatively new to the building community. Is an rx 580 8gb or a gtx 1070 the better value?

A 1070 is a stronger card. Approx 40% "faster" in relative performance vs a 580.

You can have an 8GB 580 for $200 new vs a 1070 at a minimum of $350(ish)

If you're running a 960, 770 or R9 280 (or similar), then the 580 would make sense.
