Well, the only 20" monitor at 2ms that was I able to find was this samsung:

From my experience, I think the 2ms response time advertised is a load of BS. The VS239H is in my opinion, the best sub $200 dollar monitor available.

I Just bought a VS239H at 130 euro (I'm in Italy). I'm happy with it as long as i use it to watch movies or play games. Excellent color and viewing angles .

When it comes to work, i see terrible color fringing around black text. Really annoying. My 10 years old 17" HP is quite better on this.
