If it's classified as a TV it probably won't have low enough latency and response time to be enjoyable for gaming.

TVs are TVs. They aren't monitors. So there's no such thing as a gaming TV. Just buy any TV.

Even with 2 x 970s, 4K will be a tough ask on some games; especially at high settings.

I not sure about the part "affordable" I would not go with 4K if you are gaming, just go with 1080p.The difference is incredibly small and for the price difference it is not worth it, unless you have the money to burn.
Also are you gaming on PC? or a Console?

Yeah i wouldn't mind getting a monitor but looks like they only get to 28''. Also would you guys every buy used on newegg or tigerdirect?

More that they don't have a real good warranty and they have an unknown history. If I want used, I go to eBay.
