Looking for a 4k monitor with decent 1440p hz overclocking

I've got an RTX 2080 coming in the mail (step up from my current 1060)
I've been running my current monitor over at 70hz and while I don't see much point or ability to run higher than 60 for 4k I'd like to be able to push a higher refresh for lower resolutions.

My friend has a dell 4k monitor (not sure of the model) and I know for a fact that thing won't overclock at any resolution.
So my question is if anyone has recommendations for a monitor that can handle 4k@60hz and maybe 1440p@75+hz

I didn't ask about factory clocked over 60hz
I am well aware that the only factory production model that does 4k over 60hz is the rog swift at $2k
I also specified I am not concerned with getting over 60hz at 4k resolutions

I am very specifically asking about overclocking the monitor at lower resolutions.
something I know some monitors are more capable of than others, thus the question.
