Build Advice Looking for a budget build

Hello

a friend's pc just died and i am trying to help with coming up with a budget build. the pc is mostly used for light browsing, checking email, video chatting and making movies out of vacation clips shot on a phone.
the budge is around 6-650USD - does anyone have suggestions on what could be put together for this price? They do have a SSD from the old PC(about 5 years old) but id rather not use anything else (except monitor).
