I recommended this board taking into consideration that yours is a 95W processor and is listed in ASRock's Supported CPUs list. Having said that you can't go too hard on overclocking as this is a budget board.

That board is a decent entry level one from ASUS. I would say you've hit the sweet spot for 1080p by pairing i5-4570 with R9 270x. Overall a nice 1080p mid-range gaming Intel build.

Also this graphics card doesn't require a power connector. It's entirely powered through a PCI-Express 16x Slot and needs only a good 400W PSU.

The R9 280 is for gamers who look for more than 1080p gaming.
The i5-4570T is actually a dual core with hyper threading targeted towards power conscious people, it has a TDP of only 35W. It will not perform as good as i5-4570, which is a pure quad core processor.

am i gonna have 60 fps on high/ultra in games with your build?
Also i have 1 slot free in my motherboard currently. I only have apacer 1333mhz 2gb ddr3 in fist slot, can i take 4gb 1333mhz and put it in other slot?

And regarding the RAM, yes you can add another 4GB RAM. But again it depends on how much RAM your motherboard supports.
