Looking for a comeplete office PC for 600$

Hi I was wondering what the best build or prebuilt PC would be for around 600$. I do not need a graphics card because this will not be for gaming but I will need to working in a keyboard, mouse, monitor into that budget.

I'd get the refurbished one and save. The most you get out of the warranty in the other one is a year anyway.
