Hi guys im looking for a PC that will run CS:GO 70 FPS While Streaming / Recording

Buget:750$ (Anything above for me is a bit overkill)

If you dont play CS:GO It uses ALOT of CPU Power so keep that in mind if you want to help me

Note: I like to run all settings low , I just want a 5 FPS boost

UPDATE: I would love to play Fallout 4 and BO3 at 70 FPS while Rec / Streaming and some other next gen titles. Also im a bit picky on price as I want something around 730 / 780 $

Yeah, there's no way that's happening on a budget of 730/780$. Especially not while streaming.
 
Also people I like to play my games at LOW SETTINGS (If you can read)
Reason? I am right now using a 2010 computer to play CS:GO (Running at 20 FPS lowest settings)
Also black ops 3 min settings

Yes you can but then you'd have to downgrade your CPU to a i5 4460. If you keep the 4690k, which I recommend and the GTX 970, it would be around 50 bucks over your $750 budget.
