Looking for a CPU cooler/PSU, please help!

Hi, below is my proposed build, I'm probably a couple days away from pulling the trigger on everything, just need to choose a CPU cooler and Power Supply, and I might possibly change the motherboard if the one I have isn't good. Everything else I'm pretty much set on, unless there's a better option for cheaper (for example, is the Gigabyte 280x the best one to get?)

I'm looking primarily for efficiency and quiet out of my cooling/power options. My rig will be in the living room next to the tv, so I don't want to drown out the tv while gaming. Also, when not gaming I'd like my system to be as quiet as possible so anything I can do to control noise would be great (like the fan controller on the NZXT Phantom 410. While I'm on the subject, should I replace the stock fans that come with the Phantom?

As far as budget I'm as high as I want to go really, I started at $1000 but bumped it up a little bit to get my good CPU and Video card, I don't really want to go much higher but I will if I need to for a good Cooler/PSU that cant be passed up.

So, to make it easy, my questions are:

1) Is my CPU cooler a good/quiet/cheap cooler?
2) Which power supply should I get?
3) Should I go a different direction with my motherboard?
4) Should I replace the stock case fans?

3) That MB is good, but if you don't want CF and SLI then just buy it, if you want CF or SLI then get the AMD 990 chipset MB. You may consider get the FX8320 for less, because if you buy the 212 plus you can easy to OC the fx8320 to match the fx8350.
4) Yes, replace the stock cooler with 212plus.

Also if you can buy and pickup from microcenter, you can get the AMD fx8320 or FX8350 bundles you can save more.

Hi, thanks for responding, I'm thinking about switching my motherboard to the Gigabyte GA-990FXA-UD3, it has the 990 chipset and supports DualBios, which I haven't researched but seems easy enough, I'm assuming I can have one BIOS contain all my "gaming specs" like overclocking and such, while the other can be my "quiet specs" for when I'm not gaming and want my system to run silent/near silent. If so then that's exactly what I was looking for

For the coolers, I just cant get my head around that big, bulky look, I know if I don't go with a stock cooler or a watercooled system that all coolers are going to look that way, how hard would it be for a first time builder to go about setting up a watercooled system like the Corsair Hydro series? I'm trying to decide which way I want to go, if it's not too much trouble I greatly prefer the look of the liquid coolers, and I'd be willing to pay around $100 more if I need to. If I decide to stick with the regular coolers then I'll definitely get the hyper212

Ok, so new question, concerning the motherboard: http://www.newegg.com/Product/Product.aspx?Item=N82E16813128514&cm_re=gigabyte_ga-990fxa-ud3-_-13-128-514-_-Product

No PCI-e 3.0 slots means that all PCI ports are generation 2, meaning if I get an AMD R9 280x, it will be bottlenecked by the 2.0 slot, correct? Should I look for a motherboard with at least one 3.0 slot? (And probably 2, since I do plan in getting a second R9 280x in the future)

Thanks, let me know if I'm way off base here and anything else I should be really looking for in a motherboard

cin19: Thank you, that article answered a lot of questions for me. The 280x seems to be slightly better than the 7970 used in the test, but not that much better so I guess there's no way I'd approach maxing out the 2.0 slot to even benefit from the 3.0 upgrade, right? So 2.0 is fine for where I'm at now. Interesting that the 280x performs slightly better than the 7970 but the 7970 is a couple hundred dollars more?

sr-71 blackbird: I have heard that before, and I was going to drop down my ram but if they are both relatively the same price then shouldn't I go with the higher one? I've watched a couple youtube videos explaining ram speeds and how they don't even really affect much either way anyways, so I guess my question is does it really matter which one I pick, all else (price/performance/capability) being equal? Please let me know.

Unless there's a great PSU I'm missing this is probably my final list, I guess now I have to think about ordering the items. I'd rather order from 2 or 3 retailers than 5 or 6, I plan on sticking to Newegg/OutletPC/Amazon if I can and the prices are comparable. Are there any sites that offer deals that I should watch out for/sites to avoid?
