Looking for a decent CPU and Motherboard that could be used in gaming (Rainbow Six Siege, Rust, PUBG) and editing (After Effects, Sony Vegas)

I had my i5-4460 for like 4-5 years now and it looks like it's getting worse, my games are lagging and task manager shows cpu on 100%
