I have a Dell optiplex 755 low-profile DT. It has a 275W PSU and I was wondering if there's any decent graphics cards out there I could use. I have 2 open PCI slots(PCIe x16,(16, 1) 25W) and am willing to buy a card of any price.

I would recommend getting either a low-profile GTX 750ti or 1050ti. The 1050ti will be more expensive, but will perform better. The 1050ti should work, and the 750ti should work for sure. However, are you limited by length? On the mini-tower ones you have to worry about the heatsink, and this limits you from using longer/wider cards (I seriously question what they were thinking when they designed it this way). Is this the same on the SFF?

It's typically talked about in regards to horizontal orientation, with the length being how far it stretches across, and the height being vertical.
What do you mean by too wide?
Too tall?
