These are the parts I think of getting:
Ryzen 3100
Inno3D GeForce GTX 1650 Super
Adata DDR4 8GBx1 3000Mhz
Gigabyte B450M DS3H

I will use it for gaming and some video/audio editing stuff

Please suggest a decent PSU under $50
I cannot exceed this budget
If there's anything to change in the spec list, I'd like recommendations.
Iam from india.

Yeah, that's about right and is probably actually a pretty good deal right now IF it is not used or a "relabeled" CX430, because those units are terrible and I've seen a few CX430's that were relabeled as CX450's by scammers. Otherwise, should be fine for your configuration.
Sorry man, but good luck with that. Right now, there aren't even any decent power supplies under 100 dollars in most cases, regardless of WHAT region you are from. You must realize, that basically 100% of PSU manufacturing happens in China, and China shut down for 3 months. No manufacturing and no shipping to other countries. Then everybody else shut down and everybody stayed home upgrading or building new systems so they could either work from home or sit around gaming while on forced vacation.

The end result, there are pretty much no decent power supplies to be had in most regions unless you are willing to pay twice (or more) the price they normally sell for. It's pretty much the same for motherboards, fans and a lot of other hardware right now as well.

Maybe you can find something locally and use this as a guide for what to look for, and what to avoid.

As far as your memory goes, you'd be much smarter to buy a 2 x4GB kit, or if you intend to run 16GB eventually, then get it all now, in one kit. Buying another memory module later may not have the desired effect, as they may not play nice together even if you buy the exact same model. Buying a single 8GB DIMM might be a little cheaper, but you'll lose the benefit of dual channel operation by doing so.
