Hey guys, I build my own gaming pcs and I am helping out a friend who is building his first pc and was looking for a second opinion as I don't follow pc building to closely while I am not looking to build myself.

Here is the build, my main concern is the 2080 vs 2070s. He is a software engineer and insists on the 32gb of ram.

The difference in performance between the 3700X and 3800X is almost negligible so there really isn't any reason to use it. Especially since the little added performance increases TDP so much.
