Looking for a FX 8320 Heatsink

I am looking for a FX8320 heatsink. The popular choice is obviously the CM Hyper 212 evo, but I am wondering if there is currently something better than that. I am primarily looking at a air cooler.
My budget is $70 but could go for more. A liquid cooler would be best solution, but I am not into overclocking, its just that temparatures get very hot in my country. Overclocking is out of the question.

Cabinet is a Corsair 400R
Motherboard is Asus M5a97, all 4 ram slots used.

Very important: I am looking for suggestions on brands which are common in India. Like CoolerMaster, Corsair, Deepcool, Noctua. Something like Raijintek is alien. Basically global brands will do.

i own the Cooler Master Hyper 412S myself, its more silent than the 212 evo, and it looks better in my opinion. its only €35
if you want to spend your whole entire budget, buy the Be Quiet! Dark Rock Pro 3. it looks really *...*ing sexy, cools just as good as water cooling.
Its also one of the most quiet ones.

Thanks for the quick reply. I liked the 412 you suggested. I will see how much space is between my ram sticks and the current cpu heatsink, i.e, tx3 EVO...if 412 evo fits then it will be great!
 
I am using Scythe SCMG-4000 Mugen 4 on my amd fx 8350. Under 100% load, the temp never exceeds 50°C. Of course the important part is that I have a fractal design R4 case with 3 additional vents that help a lot. The cooler is also silent because of the 120 mm fan. Just reporting my experience.
