Looking for a good gaming pc

I would preferably want to build a pc

I will need it for modded minecraft, gta 5 and other fps games
My main concern is not overwhelming the CPU with gta 5 and battlefield 4

I have already looked at some parts and I would like to know if they will do, if so, what are the best settings I can play them on

If not, could you please give me some suggestions for some parts

I am also on a $700 budget
Note that I am deciding between the Nvidia gtx 950 or the radeon r9 270x as my graphics card

That all depends on the model of GPU you're running, and the model of CPU, some of which have more efficient architecture and don't need to run as high a speed. For instance a 4690k is a pretty good match to a GTX 970, even at stock speed, but running two 970s or a 980 Ti, it would be better to OC it to 4GHz.

Even then though, that OC would only net you a few more FPS. For the most part, today's Intel CPUs do fine at 3.5GHz. In a $700 rig though, I wouldn't go $100 over your budget just to go from say 3.0 to 3.5GHz.
