This is my current build for my gaming pc:
Operating System: Windows 10
Processor:AMD A8-740 APU with AMD Radeon R5 graphics 2.20Ghz
Ram:8 Gbs
System type: 64-bit operating system x64 processor

My problem with this setup is that I can't run skyrim with mods at medium or high quality and I would really like to know if it's my processor or my graphics card. Also suggestions for a new processor or graphics card. (My pc right now can only handle 1-4 mods and I really want it to play more than that)

Solution
Well for 200 I'd look at the 960 or r9 280. If you just want to play skyrim I'd also look at the 750ti. It's about $100 bucks and should run the game at 60 on high even with some mods.

I was looking at the msi 280 3gb graphics card for 170$-200$ would this be a good idea for my build, also suggestions on cpus, my power supply I have no idea and the motherboard I would have to get back to you on that.

Where did you look to find these prices?

Newegg has those prices. At least in the US.
960 http://www.newegg.com/Product/Product.aspx?Item=N82E16814127844&cm_re=960-_-14-127-844-_-Product $179
750ti http://www.newegg.com/Product/Product.aspx?Item=N82E16814500349&cm_re=750ti-_-14-500-349-_-Product $109
Plus theres other 750ti's with mail in rebates that bring the price down lower
