I do not think it is possible to build a gaming PC for under 20,000 INR.

This would be a bare minimum system in which you would have to use the integrated Intel HD 630 graphics until you could afford a dedicated gaming GPU. I couldn't find the Pentium G4600 on PCPartpicker (India), it would be a cheaper alternative to the i3-7100.
