Looking for a low budget graphic card

I have 1600x900 resolution screen and 3.61gb usable ram and a 32 bit operating system. Please suggest a graphic card

I could suggest a GTX750Ti but judging from the way you've mentioned the parts, I doubt that you have a compatible UEFI BIOS environment for dropping in a GPU past the GTX600 series.

If you have 4GB of ram installed on your system, you may want to get onboard a 64bit OS.

the GTX 750ti is a good budget GPU but it's a bit old by now, the RX 550 should serve you better:
