Looking for a low budget on hardware for gaming

Can anyone tell me whats the cheapest graphic cards and processor out there that is able to run GTA V decently. I don't want 60 fps, maybe around 35-50. I only want to spend around 100 bucks. Also can you tell me any computers that are 100-200 bucks that can run GTA V decently. Thank you

For $100 -200 you would have to get a used computer nothing new can be good at that price. a under $100 card would be the GTX 750, which will get you those FPS.

What about a processor? Do you think my HP 2000-2b89WM Notebook PC can be changed and updated with new a new graphics card and processor?

this is a laptop? laptops cannot undergo GPU changes, nor CPU changes. I am sorry to say but in this case the best thing to do is to start saving up for a more powerful laptop or PC.
