I'm really not good with specs but does anyone know a good budget CPU? I don't want to spend over $250, I know that price is kind of low, but i'm on a budget.

Specs:
Cpu: Intel core i3-4170
gpu: gtx 960
motherboard: asrock h97 pro4 1150 socket
ram: 2x4 8gb corsair vengence

Hello xercise,
here's your options:
i5 4460 3.4ghz(Boost Clock)
i5 4590 3.7ghz(Boost Clock)
i5 4690 3.9ghz(Boost Clock)
If you have money then I'll recommend you to go with i5 4690 which will cost you around $220(don't know just assumed)
but if you found 4th gen i7 in your budget then go with it

Hey there xercise. As I see the situation, you have 2 options. Some readers will opt for a platform upgrade and some will argue to max out the CPU power on the h97 chipset with the highest Haswell i7 you can afford. I would suggest the latter, but only if you can find a good deal on the second hand market. For instance: If you are able to obtain any of the CPUs listed in tier 1, here: http://www.tomshardware.com/reviews/cpu-hierarchy,4312.html

Newegg and Amazon might not be the best source. I've had luck with craigslist, but would not recommend to someone that is not 100% comfortable and confident with buying through such a channel.

Also take note that you don't need a "K" CPU with that motherboard, which will save you even more money. So unless you get a good price, you don't have to get the i7 4770K, because you cannot OC on the h97 motherboard anyway.

The Haswell i7's are super expensive on Amazon and Newegg, if they even have it, so I don't recommend going that route. Ebay might be a good place to start.
