i already have a amd radeon hd 6800 series but it doest play hdr what could i buy not too expensive juste to watch hdr on pc to

replace my old graphic card

Any graphics card from like the last three or four Nvidia or AMD generations should support HDR. Even a GT 1030 should support 4k HDR playback. You won't be doing any substantial gaming with one, but for video playback it should be supported. Not the best choice though although definitely one of the few inexpensive options available right now.

How much can you actually afford to budget for a new card?

Ultra is one of the absolutel worst PSU brands you could have. They used to be Tiger direct's house brand and they make among the worst, most dangerous power supplies out there. I would HIGHLY recommend that you seriously consider getting a higher quality power supply before you even think about installing a new graphics card.

As far as the grahpics card goes, you are where, Canada?

This is about the cheapest I can see you getting into this aside from going with an Nvidia GT 1030 which does supposedly support HDR but only comes in 2GB and a lot of streaming and such requires 3GB buffering.

Plus, as you know, prices in Canada are more expensive than elsewhere and prices on everything right now are higher than normal.

Yes, but now you are talking about either a GT 1030, which will have cache and DRM problems from less than 3GB VRAM (From what I have read) or buying used, because you're not going to find an GTX 10 series cards available new at a price that is less than other current gen options. And buying used is a crapshoot. I highly recommend users avoid buying used graphics cards unless you are buying it from somebody you know and trust.

I've not had issues running 4K youtube on occasion with a GT 1030, and my TV does support HDR10, but I don't think Youtube does HDR just yet. Do have an underclocked i7-4770k in there with 16GB of memory too, so that might help.
