looking for a new pc

Hello guys, this is my first post. If i choose the incorrect category I'm so sorry u.u. I will buy my first pc. I am between this
- HDD SEAGATE 1TB | 64MB | 7200RPM
- TARJ. VIDEO GIGABYTE RX 560 4GB DDR5 128 BIT (this will change within half a year for an nvidia video card because amd does not support several deep learning libraries)
- AMD RYZEN 3 1300X 3.5GHZ-10.0MB | AM4
- MB MSI B350 TOMAHAWK ARCTIC ( B350 TOMAHAWK ARCTIC ) AM4
- CORSAIR VS650 650W
- MEM. RAM CRUCIAL BALLISTIX SPORT DDR4 4GB/2400
It's price is $ 734 (Includes case, etc)

And this

- 2x MEM. RAM CRUCIAL DDR4 8GB/2400 BALLISTIX SPORT

It's price is $ 704.5 (Includes case, etc)

Which one should I buy? and Why?

The prices are high because i am buying it In South America. The principal use for this pc will be for CAD, programming (in future try deep learning)
I would like to know your comments, opinions and suggestions about these two builds. And which of them you will buy and why
PS: Over here the price of video cards has not dropped and I think it will not, since nvidia video cards are still priced high.

I would say the second build, a slightly better processor would allow for a better system down the line when you go to add in a GPU, since you were planning to replace the one currently in PC 1.
