Looking for a Out-of-band management solution

Hello, I want to revive one of my old computer and use it as a personal "cloud host", I want to be able to use and manage it remotely, and I'm looking for a solution for this, this is what I researched:

1. Remote desktop or VNC, but these in-band solutions cannot control a computer which is not in a booted, working condition. (eg. powered off, stuck at POST, crashed, etc)
2. KVM-over-IP, but all I found are big, expensive devices with support for at least 8 or even 16 computers (they are used in the server room), but I only need one.
3. IPMI Server Remote Management card from supermicro, such as AOC-IPMI20-E‏, but these things are not even compatible with 3rd party motherboard.

Can any one help me to find a way to do this? Thank you very much.

But I don't know whether it's a genuine one, any ideas?

Update: Sorry, this seems to be just a dongle, not a complete KVM switch, it might have to be used with another product.
So... any other ideas? I want to keep it below $100, I can even get a NEW supermicro C222 board with built in IPMI for $2xx! Why KVMs are insanely expensive?
