Looking for a Powerful & SILENT option

Hello!
I am looking for a video card that will run with a non-oc i5 gen 3.
I want it to be
- NOT OC because in my mind OC = more power = more heat = more fan noise = bad
- powerful enough to run ESO without issues
- Good quality factory fan / cooling

Do such options exist?
Not really looking to buy one, but I have done quite a bit of reading for the past week, and I want to know your opinions, should you have the same targets as the ones above, what would you chose?

Apparently the MSI and Asus 750 Ti cards very very cool and quiet could be worth a look?

The other (much more expensive option) is what I did: Get the Kraken G10 bracket and a Corsair H55 cooler, slap that on the graphics card of choice and run the Fans very slowly so its practically silent.

You can always do the mod TH did on here, mounting a passive cooler on a 750Ti, entirely silent.

what about the type of the cooling solution / fan?
- centrifugal blower (kitchen hood? closed card) vs axial fan (normal fans, open card); what are the pros and cons of each?
