Question Looking for a WIFI Solar Powered Camera

Hi,
As the title says, looking for a WiFi Solar Powered Camera.

What I am planning:
My sister watches dogs and she wants to allow the owners to view a live camera feed when she takes them outside to play with them, etc.

1) What camera would be best for this?
2) How would I go about setting this up?

She primarily uses a Chromebook but she has access to my old Windows 10 Pro PC and I can use that.

The camera needs to be WiFi and Solar Powered as it won't be close to a power outlet nor ethernet port.
 
There's more to this. You would need to offer a web portal to the owners, unless you want to give them all the username and password of the app.

Not all cameras are capable of RTSP. So make sure you find a camera that does.

Wifi range is not that long, how far from the house will it be?

Not sure where she will place it but was going to recommend underneath the back patio overhang.
I think that would give the most view of the backyard.

Edit:
I would want a way to limit access. Meaning, The only ones who can view are owners of the dogs she currently has.

She also wants the ability to not allow any especially when not outside with the dogs.

I did add some extra info.

Yes, I would place it in a place so the solar will have access to the sun. Whether or not it's detachable.
