Looking for a Windows 8 (not 8.1) iso/creation tool

So I'm on a tight budget here, and I bought an old low-end custom build from eBay, with a Core 2 Quad Q6400, 8GB DDR2, and a GeForce 7800 GTX. It's running Windows XP, which is a problem since Steam is ending support for XP/Vista in 2019. Nvidia's drivers page has drivers for Windows 8, but not 8.1 as for some reason. I don't like Windows 7 so please don't recommend me to get it. I've been looking for a download for 8 for about an hour and no results!

You'd have to purchase a license for that. There is no free download or Upgrade from your existing XP.
And you can't get a license for 8 anymore, only possibly 8.1.
