My build:
Motherboard: Msi Gaming 970 Gaming
Cpu: AMD FX-6300 Vishera 6-core
Gpu: Msi Radeon R7-370 4gb 256-bit
Ram: G.Skill Ripjaws X Series 8gb
Psu: Corsair Cx-500(not sure if this is enough power)
Storage: Western Digital 1tb HDD
Case: Cooler Master Haf 912 or Nzxt Source 210
Cpu Cooler: Rosewill RCX-Z1 Cpu Cooler

the cx power supply not a good unit look a evga and xfx..the xfx units are rebranded sesonic units. you want 650w so your 12v rail has some over head for the cpu and gpu when gaming. the fx 6300 been a dead cpu for a about two years now. the next cpu from amd the zen not going to be on that mb format. for the same price and a bater cpu and mb thta let you upgrade is a 1150 pin haswell h97 mb asrock about 60.00. the i3 99.00 and the i5 4400 150.00. for having less cores there more powerfull cpu then amd chips.
 

If I go intel would the ASrock H97 Anniversary Motherboard and XFX TS 550w PSU work? Also what does the 12v rail mean?

the 550w power supply would be fine. in a power supply there three voltage rails 3.3v 5v and 12v. the two main rails 5v is for ram and logic power for parts. the 12v rail powers the cpu and gpu. when you look at cpu they say max wattage 88w. and if you look at a gpu it say 200w. the 288w would be the wattage used on the 12v rail and you have to have a power supply that had more then 288w on that rail for the pc to turn on and run. when you look at the 550w unit it break down the wattage of each rail.
 
Alright one last thing: Would a Intel Pentium G3450 be able to handle games at high quality(not ultra)? Games like Just Cause 3 or The Witcher 3? If not what should I get? Trying to keep the cost as low as I can.
