Looking for aftermarket CPU Cooler under $60

Case: Thermaltake Level 10 GT Snow Edition
Mobo: Asus Z-97-A
PSU: EVGA 1000 Watt Gold
CPU: Intel i7 4790 (1150 socket)
Ram: G Skill 2x8 gb (can't remember specifics; however, they are larger in size than most stock ram)
GPU: Nvidia Gtx 750 Ti

Budget: $60 or lower would be great

Basically I am looking to take better care of my CPU as I spent almost $400 on it when it came out. My case seems to do a good job at cooling, but I figure that I may as well take good care of my investment. I am not looking to water cool. ( too much maintenance/worry for me). I believe that I covered all of the relevant information, if I did manage to leave something out please let me know.

The Hyper 212 is a great budget cooler

The PH-TC14PE is a great cooler

The Phanteks will give you 7 - 10C more cooling than the Hyper 212..... or about 2 - 3 times the stated thermal advantage of the Themis

Here we see the Themis at 68.8 under load and the DH-14 at 60.6 .... Since the Phanteks beats the Noctua by about 1C ... that's about a 9.2C advantage for the Phanteks.... The Aidos...


This sounds like a viable option, but I have a question or two. I've read that the size of this can be an issue for some Mobo/Cases, would that be an issue for me? The second question is, I've heard lots of positive things about the CM 212 Evo (I think that's what it's called). How does that compare to the Phantek cooler you recommended?
 
The HyperEvo 212 isn't as good as people make it out to be, imo. The RAIJINTEK THEMIS is cheaper than the HyperEvo yet the THEMIS keeps the CPU a few degrees (3degrees or so)cooler. The THEMIS would probably give similar temps to the Phanteks cooler suggested at a 1/3rd of the price.
