looking for AMD motherboard with PCIe 3.0

None of them are.

pcie3.0 graphics cards will have no problems running flat out on pcie2.0 x16

There arent any on the market.
That being said, no graphics card can fill the bandwidth of the 2.0 lane.

Whoa, yes there are, A88X chipset motherboards are the only AMD motherboards with PCI-E 3.0 but you have to get a Kavari Processor to properly use the 3.0 lanes.

But then again, as the previous 2 people have stated, even the newest graphics cards won't use the full bandwidth of PCI-E 2.0
