Looking for animation software.

Hello all, not sure if I am posting this in the right area.

I am looking for the best animation software and not sure where to begin. I have searched online and read about some different ones but figured I would just ask the experts.

It will be for a 10 year old who is deeply into animation and is wanting to start a YouTube channel. He is already a great artist and story teller and wants to share with the world. He has good knowledge with computers. His pc specs are i7-7700k Asus strix z270-e motherboard and a gtx 1070 gpu. I am looking for good beginner to intermediate software for animation and basic video rendering. Cost is not a problem really though I would like to keep total cost under 500-600$ that includes if I need to add any new hardware to his pc. Thanks for any help.

I'd probably go with Animate CC. I would also highly recommend getting him an account on www.acmeanimation.org so that he can be a part of a community that will build his skill, confidence, and provide mentorship. Acmeanimation is full of challenges and his work will be reviewed by other students, teachers, and professionals that work for major animation studios.
