when installing the Win 7 OS before completion it asks to restart the machine,once it restarts the OS istallation starts from the starting point...!!!

It probably boots to OS install drive. Change boot priority to HDD or SSD.

It sounds like your booting to your DVD-ROM drive. Take the disc out of the drive while your computer is rebooting.
