Looking for bad sata port fix

Hi, I am currently fixing my stepmothers HP PC as it won't boot into windows after extensive trouble shooting I have narrowed it down to the Sata ports on the mobo here is my logic behind this.
in BIOS it is not detecting the HDD or DVD rom checked Sata settings and they are enabled and set to AHCI which is how they were initially set up, i checked the HDD in another PC it is fine same with the DVD Rom, I checked the cords in another pc and they are fine too. I hooked up my multimeter and the power supply is working fine 11.8v in the 12v and 5.08v in the 5v. normally I would replace the Mobo at this point but I was wondering would there be a way to add more Sata ports with a PCi card and just have it boot straight from those with out having to get into windows. or is there another possible explaination as to why it won't detect.
PC is HP pavilion p6211f
AMD Athlon II X4 620 Quad-Core
6GB ram
Windows 7 64-bit
Mobo Pegatron M2N78-LA
