Is Dual Core Processor with 4 GB RAM sufficient for the Adobe Creative Suite & Coral Draw Softwares?

It will not perform the best no. Adobe CS is multithreaded meaning that it would use as many cores as it can. So you'd be better off looking for a quad core.
