I saw an Acer or ASUS (I forgot which) 23.5" that was 1ms for only $160~ and another one for $99.99

What you saw was a 60 Hz or 75 Hz monitor. The "1 ms" doesn't mean anything whatsoever. Follow N3rdR4ge's advise, it's decent.
