Do you have a full version of Windows? If you're running Windows 7 OEM, then you will need to purchase Windows 8.1 or a new Windows 7 license. But this is a decent CPU + motherboard combo.

PCPartPicker part list / Price breakdown by merchant

CPU: Intel Core i7-4790K 4.0GHz Quad-Core Processor ($338.95 @ OutletPC)
Motherboard: ASRock Z97 PRO4 ATX LGA1150 Motherboard ($99.99 @ Newegg)
Total: $438.94
Prices include shipping, taxes, and discounts when available

thanx for suggesting i7 4790k will be looking forward to get it .. and what about the mobo will it be safe to go with z87 i read somewhere that only some z87 mobo supports devils canyon(with bios upgrade) and z97 is perfectly suited for this series
how are these mobo's msi z97 gaming 3 & asus z97 maximus V11 ranger

I have msi z97 gaming 5 with i7 4790k,I won't go z97 gaming 3,because 3 and 5 have similar prices,so maybe you sould go gaming 5.
