Looking for cheap GPU to upgrade an old system.

I'm going to be building a gaming PC in 2018 but I just can't stand the computer I have to deal with until then. Because of this I wan't to get a cheap solution so I can at least play tf2 at low. My current specs are AMD Sempron, 3gb of RAM, And on board graphics. Since this PC is crazy old I get about 10 fps on tf2 at the lowest settings I can get. I was wondering if anybody new a good GPU that would fit in a 2005 system (I think at least) That's at least under $30 USD. I'm saying $30 because I know you can find cheap old cards for 20 that should be able to run that at a playable frame rate and anything more would be a waste in such an old system when I'm building a new one.

PCIE 1.1 came out mid 2005 so the video card probably has to support PCIE 1.0a. Anandtech tested i think the Nvida 8000 series with PCIE 1.0 so this 8400 GS should work.
