Looking for compact computer

Hello, I am looking for a compact computer for web browsing and email. Would there be a major performance difference between:

Assuming i added a samsung 850 evo, 4gb of ram, and windows 10

I would upgrade to windows 10 either way
Is one more future proof?

I would use a quad core over a Celeron. The BI320-U-W2 uses a Celeron
